As a deputy to the National People's Congress, Shao Changjin, secretary of the Party Committee and chairman of the board of Xinxiang Chemical Fiber Co., Ltd., made full use of research, discussion and other ways to communicate with the China Textile Industry Federation, China Chemical Fiber Industry Association and other organizations, and collect hot issues of concern in the industry.
At this National Two Sessions, Shao Changjin will put forward suggestions on accelerating the development of fungus fiber industry and the development of carbon sink products, accelerating the recycling of waste textiles, and supporting the export of domestic high-performance fibers and products.
Accelerate the development of fungus fiber industry and the development of carbon sink products
The raw material of regenerated cellulose fiber takes natural cellulose as raw material, which is green and low-carbon, and does not rely on non renewable oil resources. The exploration of new non wood raw materials has become a key issue for the development of the industry. The fungus is a plant with multiple ecological functions, which can be harvested continuously for more than 15 years at a time, and the planting benefit exceeds that of cotton; The fungus has a strong adaptability to the environment and can be planted in wasteland, sandy land, abandoned land at mine tail and other environments. It also plays an important role in windbreak and sand fixation, soil improvement, water and soil conservation, carbon fixation and carbon reduction. It has achieved the integration of economic, social and environmental benefits, and is an ideal source of natural cellulose raw materials for China's renewable cellulose fiber industry. On September 2, 2021, General Secretary Xi Jinping sent a congratulatory letter to the 20th anniversary of mycorrhizal aid to foreign countries and the International Cooperation Forum for Sustainable Development, pointing out that mycorrhizal technology is a unique technology in China developed by "replacing wood with grass", which has realized the comprehensive and efficient utilization of three major agricultural resources, namely light, heat and water, the recycling production of plants, animals and fungi, and the combination of economic, social and environmental benefits, It is conducive to ecological, food and energy security.
At present, the textile industry pioneered the high-value utilization of fungus and grass technology in the textile industry, opening up a new way to "replace wood with grass" cellulose fiber raw materials, which plays an extremely important role in the toughness and safety level of the industrial chain supply chain. In 2024, the technology of straw fiber produced by straw pulping will be mature, and industrial production will be realized. The fungus fiber products have been tested by the National Textile Product Quality Inspection and Testing Center and Guangdong Provincial Microbial Analysis and Testing Center, and have good natural antibacterial and antiviral properties.
However, there are still some problems in the development of the fungus industry, such as the shortage of raw materials, the lack of scientific and technological innovation, and the lack of full ecological value. For this reason, Shao Changjin will put forward four suggestions on improving the high-value utilization of fungus in the fiber field at the National Two Sessions: increase the cultivation and promotion of fungus; Cultivate new quality productivity of fungus, grass and fiber, and accelerate the construction of science and technology platform; Accelerate the development of biomass carbon fixation products; Formulate special support policies.
Accelerate the recycling and reuse of waste textiles
China is the largest textile producer and consumer in the world. The total amount of textile fiber processing accounts for more than half of the world. There is a huge stock of waste textiles in China, but the potential application space needs to be explored. Our country produces more than 6 million tons of waste textiles every year, and the recycling rate is only about 20%, far lower than 94% of the recycling rate of waste polyester bottles. It is urgent to build a resource recycling industrial system and a recycling system of waste materials. Although the government department has identified the development direction and proposed to accelerate the breakthrough of a number of key technologies and equipment for waste textile fiber identification, efficient sorting, blending material separation and recycling ". But at present, there are still blocking points and blocking points in the key links such as recycling, sorting and recycling of waste textiles.
In order to accelerate the recycling and reuse of waste textiles and strengthen the research of technical equipment, Shao Changjin put forward the following suggestions: First, build a systematic and standardized national recycling network of "waste clothing". The second is to improve the waste textile recycling system and series of standards. Third, increase the investment support for major technical equipment for recycling and reuse of waste textiles. Fourth, we will increase fiscal, tax and financial support for the recycling and reuse of waste textiles.
Support the export of domestic high-performance fibers and products
High performance fiber is an important part of the new material industry and an important basic support material for high-quality development in aerospace, defense and military industry, wind power generation, civil construction, automobile lightweight, marine engineering and other fields.
High performance fiber materials mainly include carbon fiber, aramid fiber, ultra-high molecular weight polyethylene fiber, polyimide fiber, basalt fiber, etc. In 2023, the output of high-performance fiber in China will be about 176000 tons, an increase of about 36.4% over 2022. The output of carbon fiber, aramid fiber, ultra-high molecular weight polyethylene fiber and continuous basalt fiber will continue to maintain 10000 tons. According to customs data, in 2023, the export of domestic high-performance fiber will reach 30015.0 tons, with a year-on-year growth of 14.4%, of which the export of ultra-high molecular weight polyethylene fiber, polyphenylene sulfide fiber and continuous basalt fiber will increase significantly. Since 2016, China's export volume and amount of high-performance fibers have increased by about three times, showing a strong international competitiveness and export trend.
At present, the scale of China's high-performance fiber industry has ranked top in the world, but the growth rate of domestic market demand is not as expected. On the one hand, we should strengthen cooperation with domestic downstream application enterprises, expand application fields, and expand the application of domestic materials. On the other hand, we need to make full use of both domestic and international markets, implement the "going out" strategy, and fully participate in international market competition.
To this end, Shao Changjin put forward the following suggestions: First, continuously optimize and improve the export supervision measures of high-performance fibers and products; Second, improve the export tax rebate of high-performance fibers and products; Third, do a good job in the top-level design of high-quality development of high-performance fiber industry in the new stage.
