In September 19th, the Jiangsu Provincial Department of ecology and environment issued the Supplementary Circular of the provincial Environmental Protection Office on the application for the discharge permit in 2019. It was announced that Jiangsu province was planning to By the end of 2019, the emission permits for all stationary sources will be completed. The fixed pollution sources should be included in the scope of pollutant discharge permission in advance one year.

And the application for the sewage permit must be as soon as possible, because Since January 1, 2020, the sewage has been certified, and the chemical fiber and textile industry also needs to apply, otherwise, no pollutant can be discharged.

According to the twenty-third provision of the administrative measures, after the approval of the Ministry of environmental protection, the Supplementary Circular on the application for the discharge permit in 2019 is as follows:

I. pollutant discharge permit issuing department

The pollutant discharge units of Nanjing, Wuxi, Xuzhou, Changzhou, Nantong, Suzhou, Lianyungang, Huaian, Yancheng, Yangzhou, Yangzhou, Yangzhou, and market will apply for the pollutant discharge permit to the municipal ecological and environmental department where their production and operation sites are located.

Two, 2019 need to apply for sewage permits.

The scope of pollutant discharge units

(1) all the 33 major categories of pollutant discharge units in 82 industries listed in the management directory. Details of the 82 industry categories are detailed in the official website of the Ministry of ecology and environment.

(two) other pollutant discharge units which are listed outside the management directory and satisfy one of the sixth conditions of the management directory are:

1. Be included in the list of key pollutant discharge units.

2, the annual emission of sulfur dioxide and nitrogen oxides is greater than 250 tons.

3, annual emission of smoke and dust is greater than 1000 tons;

4, the annual emission of chemical oxygen demand is greater than 30 tons.

5, ammonia nitrogen, petroleum and volatile phenol combined annual emissions of more than 30 tons;

6. The pollution equivalent of other single toxic and harmful air and water pollutants is greater than 3000 (the equivalent of pollution is calculated according to the provisions of the environmental protection tax law of the People's Republic of China).

Three. Application procedures for pollutant discharge permits

It is consistent with the circular on the issue of the application for the discharge permit in 2019 (No. 9 of No. 2019). @ all enterprises, apply for the 2019 emission permit quickly! )

Four. Legal liability

The pollutant discharge unit shall hold a pollutant discharge permit according to law and discharge pollutants according to the provisions of the pollutant discharge permit. No pollutant emission permit shall be obtained without obtaining a pollutant discharge permit. Since January 1, 2020 All the 33 major categories and 82 industries listed in the management directory, as well as the pollutant discharge units which meet the requirements of the sixth section of the management directory, are listed in the management directory. According to the requirements, we must achieve the permit pollution discharge and the sewage discharge according to the certificate.

Five, other instructions

(1) the application for pollutant discharge permits and the issuance of technical specifications for the corresponding industries shall apply for pollutant discharge permits according to the specifications. If there is no corresponding application for pollutant discharge permit and Technical Specifications issued, the sewage permit shall be applied in accordance with the general provisions of the application for pollutant discharge permit and the technical specification for emission permits. From September 2019 to December, emission permits applications and technical specifications for related industries will be released one after another. After the release of the technical specification, the enterprises that have not applied for the application shall apply for the pollutant discharge permit according to the new technical specification in time.

(two) the Ministry of ecology and environment is preparing the list of classification and management of pollutant discharge permits for stationary sources (2019 Edition), which will be issued in the near future. The new directory will make new provisions on the scope of application, time limit for application and application procedures for discharge permits, and shall be implemented in accordance with the new regulations. After the publication of the new directory, the newly incorporated enterprises in the scope of pollutant discharge permit management shall complete the license application before the end of March 2020.
