What Does Russia'S WTO Entry Mean For China?

2011/12/28 9:13:00 7

As early as October 2004, China and Russia signed official documents relating to Russia's accession to the WTO.

After entering the WTO, the market access and investment environment of Russia will change significantly. This will have a profound impact on Sino Russian economic and trade cooperation, especially the economic and trade relations between the two countries.

It is believed that Russia's accession to the WTO will bring new opportunities and new competition and challenges to Sino Russian economic and trade cooperation, but in general, advantages outweigh disadvantages.

First of all, it is beneficial for Chinese enterprises to expand the potential of commodity export.

Russia's import tariffs have been relatively high, but after joining the WTO, Russia must reduce the tariff level to 5% according to the requirements of WTO.

This provides an opportunity to improve the share of our traditional superior commodities in the Russian market.

However, after Russia's market access threshold has been lowered, its low end product market is on the decline.

Will be more intense.

At present, apart from agricultural and sideline products, clothing, textiles, shoes, household appliances and so on are still our main exports to Russia.

Apart from the price advantage, there is no obvious competitive advantage. Many goods can not be placed in the regular stores, boutiques and stores counters, and can only be sold in the open market.

After Russia's accession to the WTO, it will also open its market to other WTO members.

Chinese commodities are bound to compete fiercely.

Second, the improvement of the market environment after Russia's accession to the WTO will help Chinese enterprises to carry out various economic and trade activities according to international practice.

After accession to the WTO, the corruption and inefficiency of the Russian customs and other foreign-related institutions will be governed and the trade order will be rectified.

In the future, the two sides will resolve the issue of "grey customs clearance" through dialogue within the framework of the agency, which is beneficial to the development of China's regular export trade with Russia.

Third, after China's accession to the WTO, the difficulty of introducing advanced technology from Russia will increase.

Compared with the western countries such as the US, Europe and Japan, Russia's restrictions on technology pfer to China are relatively small. Russia sometimes does not really regard China as an equal partner in science and technology, and considers that the overall technological development level of developing countries, including China, is very low. In cooperation with such countries, Russia is actually a giver.

After joining the WTO, Russian intellectual property protection awareness and market awareness will continue to increase. China's introduction of Russian high-tech achievements will become more difficult and the conditions will be even more severe.

Fourth, the conditions for Sino Russian labor cooperation will be improved.

The export of China's labor force to Russia has always been one of the focuses of negotiations between the two sides. After the Russian government comes to consider solving the unemployment problem in China, the second is to guard against the large number of Chinese residents entering Russia, and has always adopted restrictive policies on the introduction of China's labor force.
